The City Hall offices open at 9:00 a.m. People, or their representatives, filing nominating petitions on the First Filing Day and who are present at the West Entrance (Euclid) prior to 9:00 a.m., and when the Euclid door to City Hall is unlocked, will be deemed to have arrived simultaneously.
